Chris Taylor

Founder & Principal

After more than two decades of distinguished service to Australia’s national security, Chris established and ran the nation’s first think tank program dedicated to intelligence and security issues: the Statecraft & Intelligence Policy Centre at the Australian Strategic Policy Institute.

An expert in intelligence and security, and their role in strategy and policymaking, Chris’ policy and academic research has illuminated emergent and emerging issues facing intelligence services internationally and at home, the place of intelligence agencies in democracies, and the evolving role of intelligence in the conduct of statecraft.

This research has informed the considerations of, for example, the 2024 Independent Intelligence Review and the Parliamentary Joint Committee on Intelligence & Security’s work. Chris’ commentary and analysis has also been featured in The Economist, Die Welt, The Australian, the Canberra Times, the Sydney Morning Herald, the ABC, Sky News, Seven News, and other media in Australia and internationally.

And in 2026 Chris founded Kusulva Advisory, through which he now contributes to the public conversation and to organisational thinking about this increasingly important dimension to policymaking and national power. This includes as a prolific and persuasive writer, public policy analyst and media commentator, and as a strategic adviser.

Chris is a Senior Fellow at ASPI and was previously a fellow at the Belfer Center for Science & International Affairs at the Harvard Kennedy School.
